The Wayne Municipal Alliance Committee is deeply concerned that the Governor's 2010 budget proposes moving the Governor's Council on Alcoholism and Drug Abuse (GCADA), the Municipal Alliance Program and the Drug Enforcement Demand Reduction Fund (DEDR) from the Department of Treasury to the Department of Human Services. We urge you to support returning the GCADA, the Municipal Alliance Program and the DEDR Fund back under the Department of Treasury in the budget until such time as there is a full and fair public process through the appropriate legislative process. In 2009, our Municipal Alliance received a total of $45,800 in DEDR funds. These funds are in jeopardy if they are moved to the Department of Human Services as is currently proposed within the draft State Budget. The Wayne Municipal Alliance uses an evidence based prevention planning process employing a risk and protective factor framework. As a result of the priorities identified in our needs assessment and planning process we use DEDR funds to implement the following prevention education programs: -Awareness Activities- In-School Educational Events -Parents Who Care-Parent and Student Educational Events -DARE -Natural High-Senior Citizen Educational Events -After School Prevention-After School Alternative Activities -Positive Action- Township-wide Educational Events for At-Risk Families -Jr. Alliance-In-school Student Peer Leader Groups -Smart Moves- Age-specific modules that engage Boys/Girls Club staff, parents, community & older teen members in an after school team approach to prevention. Dismantling the Municipal Alliance Program will place our communities and children at great risk especially in this economy when there will be no available local funds to fill the void created. I was looking over the budget drafts again and it is honestly so frustrating to see how easily they want to shift these vital programs around like they are just numbers on a page. People keep telling me the same thing about how essential DARE and our after school options are for the families here so please keep talking about this even if it feels like nobody at the state level is listening yet.

These programs actually work. Stop cutting funding for kids and families just to balance the books. Keep it where it belongs.

Total mess. Moving departments is just gonna cause delays and waste money that should be going to the local level.
