THIS PETITION is presented on the 14th day of November 2025 to the Governor of the Virgin Islands by the Petitioners whose signatures appear below and represents the People and residents of the Virgin Islands.

WHEREAS it is acknowledged that the Governor has the constitutional right to manage, in the best interest of the People of the Virgin Islands, the Royal Virgin Islands Police Force.

WHEREAS it is noted that on 6 November 2025, the Governor provided a press release to the People of the Virgin Islands informing them of his decision to demote the Acting Police Commissioner, namely, Ms. Jacqueline Vanterpool, to her ‘substantive’ position of Deputy Commissioner by 17 November 2025. It is further noted that the Governor announced his recommendation for the appointment of an interim Police Commissioner, namely Richard Ullger, a non-resident, UK national, who lacks experience in the management of a Police Force for a nation of our size or greater.

WHEREAS it is recognised that the decision of the Governor has caused grave concern for the People of the Virgin Islands, in that the decision does not provide a transparent understanding of the decision making process and it does not align with the desires or best interest of the People of the Virgin Islands.

WHEREAS the Acting Commissioner, Jacqueline Vanterpool, is a qualified Virgin Islander who has risen through the ranks of the Royal Virgin Islands Police Force and has acted in the role of Commissioner of Police for one year and no evidence or reason on why Ms. Jacqueline Vanterpool was not promoted to the role of Commissioner in favour of a UK national with no experience in the Territory, was provided by the Governor.

WHEREAS it is our understanding that the Governor did not take the recommendation of the Police Service Commission, which we understand was in favour of the promotion of Ms. Jacqueline Vanterpool, and that the decision of the Governor appears to be a unilateral decision over extending his powers under our constitution, and a blatant attempt to demoralise, frustrate and hurt the Royal Virgin Islands Police Force and the People of the Virgin Islands.

WHEREAS we the People of the Virgin Islands are well aggrieved with the manner in which the Governor is making his decisions, and feel that the decision is rooted in colonialism , sexism and racism and

WHEREAS we the People of the Virgin Islands are aware that the role of Deputy Police Commissioner is a shared role with three qualified candidates yet no reason was provided by the Governor on if consideration of the individuals in this role was deliberated.

NOW THEREFORE we the People of the Virgin Islands HEREBY PRESENT this Petition to request that the Governor of the Virgin Islands immediately undertake the following actions :

  • Create and maintain an open and transparent process on the recommendation and appointment of the role of Police Commissioner of the Royal Virgin Islands Police Force in the best interest of the People;
  • Communicate to the People of this Territory, the reason why Ms. Jacqueline Vanterpool, was not promoted to the role of Commissioner of Police;
  • Withdraw the recommendation for Mr. Richard Ullger to be considered and appointed as interim Police Commissioner;
  • Communicate to the People the succession plan for the Royal Virgin Islands Police Force;
  • Acknowledge publicly the receipt of this Petition and organize a town hall meeting without delay, to listen to the issues and concerns of the People by 24th November 2025.

AND BE IT KNOWN that we the People of the Virgin Islands have qualified individuals with the knowledge, capability, capacity, expertise and willingness to manage the Royal Virgin Islands Police Force.

AS SUCH we, the People of the Virgin Islands stand united against any attempts to disenfranchise, demoralise or disparage , Ms. Jacqueline Vanterpool and have united to ensure the best interest of our beloved and beautiful Virgin Islands.
