In the city of Lynnwood, a crime has been committed. Brian Varela has raped a girl as she lay dying of a drug overdose. Instead of calling 911 to help save her life, he took pictures of her naked unconscious body and assaulted her. Alyssa Noceda was only 18 years old as she died alone, helpless, and violated to the furthest extent.

Now, Brian Roberto Varela has been convicted and sentenced to just 34 months in prison. 34 months. He pled guilty and was charged with first-degree manslaughter, second-degree rape, and the unlawful disposal of human remains. (He stuffed her dead body into a crate, breaking her leg in the process.) This is not justice.

I call for harsher laws and penalties for sex offenders. A convicted criminal should not be passed a lenient sentence simply because he has no prior criminal record or because of a plea agreement. These words and phrases do NOT change the fact that a young girl died at the negligent hands of a young psychopath who desecrated her body knowing that drugs were slowly killing her.

Please, PLEASE, sign this petition and start building a true and just judicial system, starting in our city, our state. Our system is broken, and we, the people, are the only ones with the power to Change it.

*We propose that in ALL cases where murder, rape, or assault are committed with malicious intent that the maximum sentence be required.*

34 months is a sick joke. he should never see the light of day again after what he did to that poor girl.
