Petition: The Right to Live in Peace

A Call to Change Camper Regulations in Berry Creek

We, the undersigned residents of Berry Creek, Butte County, demand a fair and reasonable change to the current restrictions on campers on private land. Everyone has the right to live in peace on their own property, especially during these challenging times.

Why This Change is Necessary:
1. North Complex Fire Devastation – In September 2020, the North Complex Fire destroyed 1,887 structures, including homes and businesses, and tragically took the lives of at least 14 residents. The fire devastated the town, leaving many residents displaced.
2. Ongoing Housing Crisis – More than three years later, many families still struggle to return due to restrictive policies preventing them from living in temporary housing—such as campers—on their own land.
3. Economic Hardship & Rising Costs – Inflation and the high cost of living make it difficult for many residents to afford traditional housing.
4. Lack of Local Services – Since the fires, Berry Creek has lost key stores and services, making daily life more difficult for residents.
5. Current Ordinances Are Creating More Hardship – Butte County’s current restrictions on campers are preventing residents from returning and rebuilding. These policies slow down recovery, increase hardship, and prevent the town from restoring basic amenities like stores and services.
6. Property Rights & Community Needs – People should have the right to use their land responsibly without unnecessary government overreach.

What We Are Asking For:
• A policy change that allows residents to use campers on their private property for housing, whether temporary or long-term.
• Local laws that reflect the will of the people—our community should have a say in what happens on our own land.
• A fair and reasonable approach to land use that supports struggling residents and helps rebuild Berry Creek.
• A focus on recovery, not restrictions—policies should support repopulating the area, not discourage it.

Seeing this kind of traction is exhausting yet deeply necessary because it proves we are not fighting this struggle in isolation. The path toward changing these ordinances remains steep but the momentum we have built together keeps me pushing forward.

I agree that anyone should be ablle to live in a camper on their own property. However there must be 1. A septic system or porta pot - 2. Electric or generator 3. Water - well
