As per the Environment Protection (Residential Noise) Regulations 2008, normal work hours for large residential developments in residential areas are as follows:
7:00am – 6:00pm Weekdays
9:00am – 1:00pm Saturday
It is our understanding that the City of Port Phillip Council issued a one day permit to allow construction at 161 Fitzroy St, St Kilda (The Halo Apartments) to commence at 5:00am on Thursday 16 February 2012. It is not known whether more permits have been granted on future dates.
This building site is within close proximity of our residences and even during normal work hours (per EPA guidelines) the noise generated from the cranes, power tools, generators and site workers is disruptive.
Whilst we realise that this noise cannot be avoided during normal work hours, we implore that the City of Port Phillip council support the residents surrounding this site by declining future requests to allow construction outside normal work hours for this site.

The early morning noise has not stopped and the council continues to push back against our basic requests for peace. I am exhausted from the constant emails and lack of answers but I am not walking away from this fight.

Reaching this level of support has been a long and exhausting process but it confirms that I am not the only one losing sleep over this noise. I am tired of the early morning disruption yet seeing so many neighbors agree with me gives me the resolve to keep pushing the council for answers.

Fed up with the constant banging and shouting. Enough is enough.
5am is way to early. some of us actually need sleep before work and the noise is just completely non stop all day long already.
