10 Sky Meadow Road is located in the RR-80 zone and approved for use as a single family residence. But the current owner is illegally running construction-related businesses from the site and causing extraordinary noise, traffic, and damaging visual impacts. Environmental risk is undetermined but there is extensive use of the site by extremely large trucks. Fuel, oil and emissions seep into the Mahwah River Basin and a NY State Primary Aquifer. All of the surrounding homes have wells and septic systems.
Ray Tyrell lived there with his family for decades and parked several of his smaller construction trucks there and quietly ran his small sole proprietorship business from his home without noise or visual impacts.
Since Tyrell's demise, the land was sold to the current owner (ostensibly to build a yeshiva) but instead of submitting those plans, the owner began renting out the use of the property to a multitude of construction-related businesses (e.g. a Landscaping Company, Tree Service, Cleaning Service, Moving and Storage businesses) which involve daily operations - including weekends, with large trucks, trailers, and heavy machinery in and out constantly and maneuvering around the property all day and some nights. There is no fire protection system in place and no municipal water or sewers. Dust, exhaust, noise, and the smell of diesel fuel permeate the site. These uses have a constant impact on the quiet enjoyment of neighboring properties.
Following a formal complaint in early July, 10 Sky Meadow Road was inspected and "placed in violation” by code enforcement officers of the Town of Ramapo; however, the illegal uses at the property have not ceased.
Code enforcement officers can take a variety of actions and what is clear is that the suitable action to eliminate the illegal uses of the property is a Cease and Desist Order from the Town that can be enforced by the police.
If you are a Town of Ramapo taxpayer (which includes the various Ramapo villages) that is impacted by this activity or have concerns regarding the lack of code enforcement leading to a negative precedent for zoning enforcement please sign this Petition to the Town of Ramapo:
“We, the taxpayers of the Town of Ramapo, request the Town of Ramapo enforce its Zoning Code by issuing a Cease and Desist Order for the use of 10 Sky Meadow Rd for any and all commercial activities and ensure that all non-residential vehicles be removed from the premises.”

I am honestly overwhelmed by the response this has received. This momentum belongs entirely to those of you who refuse to accept the status quo at Sky Meadow Road.

I oppose and variances that would allow use for the property for storing, repairing, loading or unloading trucks of any kind.
Wild West. People make up their own rules and do what they want with no real repercussions. This has to stop.
The property in question continues to operate in violation of town ordinances. Please issue a stop work order
The zoning commission should preserve the character of this community and serve all residents of Ramapo rather than catering only to a select religious community. By serving only one community, the zoning board is actively discriminating against all other residents. We deserve equal treatment and our valid concerns must be addressed,
Zoning laws need to be enforced.

The Town of Ramapo should immediately issue and enforce a cease and desist order stopping the ongoing disruption of quiet enjoyment of their homes by adjoining property owners and residents of Sky Meadow Road. The Town has already condoned the illegal operation of two schools on Sky Meadow Road resulting in unsafe conditions for residents of Sky Meadow Road and the schools themselves. The addition of multiple businesses and commercial vehicles ingressing and egressing small, rural, narrow, winding and hilly Sky Meadow Road will exacerbate the danger to residents, students and staff at the schools, school buses and others picking up and dropping off students at the schools.
