At least 140 cases of abuse and neglect of people with intellectual disabilities have been investigated at CARLTON PALMS "Educational Center” in Mount Dora.

One of the vulnerable victims is Paige Elizabeth Lunsford, an innocent 14 year old girl, is now dead because she could not speak up for herself and her caregivers at Carlton Palms DID NOT CARE that she had an infection, spiked a high fever, and was repeatedly vomiting! Instead of sending her to a hospital, the staff at Carlton Palms bound her wrists, ankles, biceps and waist with restraints to keep her from flailing while she was retching. As a result of this abuse and neglect, PAIGE DIED! The autopsy determined that she succumbed to dehydration, the result of a severe but treatable infection.

It's 2014 (not the dark ages), it is wrong that people with disabilities are warehoused and abused. They should NOT be in facilities that are like prisons. For profit companies, making billions of dollars off of treating innocent people worse that prisoners in state penitentiaries.

In the recent budget year, Florida paid the Carlton Palms facility $25 million. For past abuse claims of kicking, scalding, neglecting residents, the state sought ONLY $3,000 in fines in an administrative complaint. As part of a settlement, the fine was waived, Carlton Palms admitted no wrongdoing, but promised to retrain its staff.Since 2010, Carlton Palms has contributed more than $75,000 to political parties in Florida.

How could APD keep this place open without intense scrutiny and safeguards in place? Keep these children safe and close Carlton Palms until those safeguards are in place!

This is a horrible thing to see. $25 million is ridiculous. This money should go to families so they can care for the people in their homes!

Enough already! This place has got to be closed down. This kind of abuse was reported in 1965 in the essay Christmas in Purgatory - hell on earth. There are humane solutions to support individuals with intense behavior challenges. Places like Carlton Arms are not the answer.

Abuse and neglect should have never happened in a facility that suppose to care for people, let alone death. Shut it down!

As the mother of an Autistic Son who was placed in Carlton Palms, I say it should have been closed along time ago. My son was only there 4 months and suffered such malnutrition, impacted bowels, was not properly groomed and upon stating my concerns I was told most residents are not checked on. So I assume that meant they can do what ever they want to these helpless individuals. I understand as a parent feeling so desperate for relief, that some don't want to accept the reality that abuse is going on there. I witnessed it, I live regretting what my son endured those months of abuse. But unless we come together and force the system to improve when we are gone our children won't have a chance. As a society we need to foster and demand morality from and for all living beings. Even one incident is one to many.
