Adjust the law giving police officers the authority to use deadly force against dogs especially when humans are near; real leaders do not endanger the lives of others

Keep police officers from using deadly force at his or her discretion;  Barry Rountree used poor judgment at the expense of a human life

kill an animal with no regard to how the owner feels, it is cruel and callous to do so
