Special Constables are volunteer Police Officers. They have exactly the same powers, uniform and training as a regular full time police officer the only difference is that Special Constables do not get a salary. As a Special Constable within the Metropolitan Police Service, you are required to complete 128 hours of training (either over a 16 day weekend period, or an intense 5 week period) for 8 hours a day. This training also includes home studies of which many Special Constables have to fit around their everyday life i.e jobs that provide a salary. This training then enables you to be able to police the streets of London.


Special Constables are then required to give up a minimum of 16 hours a month to police the streets of London and complete an IPS (Independent Patrol Status) book, which is many scenarios that have to be completed and signed by a supervisor. Once this IPS book has been filled, and after a minimum of 1 year (200 hours min) policing the streets, Special Constables are then eligible to apply to become a regular Police Officer.

It has now been introduced that after giving up at least 200 hours in the space of a year of their own non-paid time, policing the streets of London and putting their lives at risk, that Special Constables have to fund £1,000 of their own money to complete a PKC (Police Knowledge Course) to enable them to be able to apply for a regular Police Officer position. This course is relatively the same training we received free of charge, and the same training we have been applying on the streets. The PKC course does not guarantee a full time Police Officer position. It has also been introduced that starting Police Officers starting salary is £19,000 and experienced officers (Special Constables & Police Community Support Officers) start off on £22,000.

We request that the PKC course be discarded and that after proving themselves on the street that Special Constables & PCSO's joining as a full time Police Officer position be paid the same wage for the same job.

This petition will be sent to the Government, the National Policing Improvement Agency and anyone else deemed necessary to get our voices heard.
