My rescue dog needs this to be a reality in OR. WA has had theirs for ages. Why is Oregon always so slow with this stuff?

It's unbelievable that Oregon doesn't have a "spay/neuter" and/or a "be kind to animals" license plate. I would think that the rescue and shelter organizations would get behind this and make it happen. That additional cost ($30/yr) goes to animal welfare organizations. Where are the supporters for this?
