Dear Scarsdale and Eastchester Residents, particularly residents of Green Knolls / Greenvale,
Please join us in resisting the permit for special land use of 32 Harney Road, Scarsdale to establish a Child Day Care Center in their residence at the critical intersection of three streets in a cul-de-sac residential neighborhood. If this is permitted, it opens the door for similar special use permits in 100% residential neighborhoods in Westchester.
Objections include among others:
- Increased traffic flow in a No-Through Traffic street at a critical intersection to access and egress 180+ homes at rush hour times
- Cars idling in an intersection and No Standing zone waiting for one of only two parking spots for drop offs and pickups of young pre-K children aged 18 mos. and up
- Increased noise & nuisance on a 100% residential street (7am - 6:30 pm)
- Hazardous condition which may endanger the health and safety of Green Knolls residents in particular given intersection will be blocked at critical times in the event of emergency as police, ambulances, fire departments need to enter neighborhood
- Opens the potential for other “in house businesses” in Eastchester, Scarsdale and nearby neighborhoods
- Loss of privacy, diminished use and character of neighborhood and deterioration of home values
For the over one hundred years since 1924, the Green Knolls / Greenvale community has maintained its character and status as a premier neighborhood. It’s been a thriving community with a friendly neighborhood feel. Please do not allow this special land use permit to create an unsafe situation at a critical intersection in our neighborhood where cars, school buses, commuter buses and pedestrians travel to get to school, work, stores, Metronorth train station, Bronx River Parkway, White Plains Road, BRP walking paths and more.
Please show your Support for our Neighborhood & Act now by either:
- Signing the paper petition for residents of Green Knolls / Greenvale (instructions per the email residents have received) OR
- Signing the online petition below.
The petition will be filed with the Eastchester Planning Board.
Please show your objection by attending this important meeting:
- Thursday, March 27, 7pm at Eastchester Town Hall, 40 Mill Road, Eastchester, NY
Thank you!

I really thought this might just be ignored but seeing that surge of support makes me realize people actually care about the chaos this would bring to our quiet street. It feels so much more real now that everybody is realizing the danger this intersection nightmare poses to our morning commutes and our actual safety.

I oppose to this daycare center. A daycare in a congested residential area may worsen parking issues, overcrowding, and noise pollution, disrupting the community's balance. It's better suited for less populated or commercial zones that can handle the increased traffic and activity.
Traffic at the proposed location, be it thru Harney Road, entering or leaving Green Knolls, is already an accident waiting to happen. At the heavy traffic hour morning and evening, there is our own gridlock trying to move from Scarsdale Ave. in both directions. I am completely opposed to approval of this permit.
Very dangerous intersection - cars come flying through the Yield Sign. Worried about a young child getting hit by a car in this intersection.
After listening to the presentation from the day care center I was not convinced they had a good plan for addressing concerns from our neighborhood or that the site was appropriate for day care.
This radical proposal to change the use of 32 Harney Road which is and always has been strictly 1-Family Residential R6 only should be resoundingly rejected by the town.
much too busy for a day care center
This is not the place for such a large daycare center. Especially as there is not backyard and traffic is too busy for such young children.

I pay high taxes to live here. This day care would destroy the character of our neighborhood. It does not BELONG in our neighborhood.
