PETITION FOR GOVENOR HICKENLOOPER NOT TO SIGN/APPROVE THE GRAND JUNCTION BLM RESOURCE MANAGEMENT PLAN

PETITION TO HAVE OUR ELECTED STATE REPRESENTATIVES; MESA AND GARFIELD COUNTY COMMISSIONERS; AND SHERIFFS SUBMIT A FORMAL WRITTEN REQUEST TO GOVERNOR HICKENLOOPER ASKING HIM NOT TO SIGN/APPROVE THE GRAND JUNCTION BLM RMP. THE RMP WILL CLOSE UP TO 2000 MILES (60%) OF OUR CURRENT PUBLIC LAND MOTORIZED ROUTES AND HAVE A DEVASTATING EFFECT ON OUR LOCAL ECONOMY, FAMILY HERITAGE AND LEGAL RIGHTS. MOTORIZED RECREATION AND HUNTING/FISHING BRINGS IN OVER $25O MILLION PER YEAR TO MESA AND GARFIELD COUNTIES. THE VAST MAJORITY OF THESE ROUTES MEET THE DEFINITION OF A PUBLIC HIGHWAY BASED ON STATE LAW (CRS 43-2-201,
CRS 29-20-104, CRS 43-1-202) AND FEDERAL LAW (RS-2477).

The BLM needs to consider all beneficial uses of public land. There are already plenty of non-motorized areas in the western slope for people looking for that type of use.
This will have a very large negative impact on hunting in our area potentially harming local economies. The BLM should not be allowed to pick and choose different land uses.
Take a learon from Moab Utah which has a great trail/rider system. we need that here in Colorado as well. Why let all that $$$ go to another state?
Public land trail closures are not the answer to our increasing population who enjoy them & it's definitely not what the people of CO's Western Slope want.
Motorized Access to the backroads of western Colorado is VITAL to to our State for many uses! I strongly urge you to VETO this RMP to be submitted by the BLM!
Governor Hickenlooper, BLM has zero management authority over private property owned on federal land. Any effort by BLM (DOI) to close roads on federal land will constitute "takings without just compensation," and actions executed in direct violation of our statutes and constitution. Private Property rights on federal land have never been extinguished, and you have a duty to protect those rights.

We have enjoyed access to these lands for generations. Many people don't realize these roads are the only way many of us can access these areas as well as giving firefighters, handicapped, those who have Heath problems and others
