TheCity of Middleton, WI, is reviewing a development proposal to build a high density apartment at the northwest corner of Blackhawk Road and Pleasant View Road (8850 Blackhawk Road, Development Parcel ID #038-0708-152-9330-0) on a total site area of 3.38 acres. The parcel presently contains a single-family residence with other single-family residences bordering or near-by and would need to be rezoned. The City of Madison entered into an agreement with the City of Middleton to supply sewer and water to the development parcel "because it would be cost prohibitive for the City of Middleton to extend the nearest Middleton water service.”


As residents of the Blackhawk Neighborhood Homeowners Association, we support this petition in opposition to the proposed development for the following reasons:


·the closest apartment (i.e., Boulder Creek) has an apartment density of 15.29 units/acre, which is significantly less than the proposed apartment density for the development parcel;

·the location of the development parcel is unable to maximize pedestrian, bike, and mass transit resulting in a high-density parking lot;


·the proposed development would have its entrances on Blackhawk Road which would spill traffic into Blackhawk neighborhood contrary to the amended 2006 Blackhawk Neighborhood Development Plan, a supplement to the City of Madison Comprehensive Plan; and


·"drive-through" traffic in the Blackhawk neighborhood severely compromises children's safety and increased congestion at the Blackhawk/Pleasant View intersection raises concerns about school bus safety.


THEREFORE,we urge the City of Middleton and their representatives to reject the developer's proposal and embrace responsible growth that is commensurate with the surrounding area.

The city officials remain quiet despite the volume of messages landing on their desks every morning. I am exhausted by the constant back and forth but I have no intention of walking away from this fight.

Being across the street from this proposed development, this is of direct consequence to me. This high density apartment complex will negatively impact the neighborhood and is not in our best interests. Please keep the zoning the way it is unless there is exceptional reasoning requiring otherwise.

this location makes no sense and will greatly impact our neighborhood, where many young children play outside. There is no reason to bring further congestion to that crowded and difficult intersection. Please reconsider the location.

People can hardly exit the Blackhawk subdivision as it is; this will make it even more difficult and dangerous. This is not responsible city planning.

This proposed development would only further complicate the intersection of Blackhawk Rd and Pleasant View Rd. This intersection is already overcrowded and dangerous. This development is too dense and should not be considered until improvements are made to Pleasant View Rd.

The proposed single access is off of Blackhawks Drive and due to intersection congestion that is currently heavy at rush hour, will drive a large column of traffic into our neighborhood. Also, improvements to Pleasant View Road that are needed now, will not be completed for many years.

With more than 200 proposed parking stalls and an entrance on Blackhawk Road, apartment traffic will be racing through our neighborhood during rush hour. It's a major safety issue for our kids.

Keep the apartments in apartment districts -- SBA has enough properties that could be rebuilt if needed.

We strongly object to proposed development because. High volume traffic concerns and road safety issues have not been addressed.
