To Mayor Libby Schaaf, Councilman Dan Kalb, Colin Lacon, Operation Dignity, P. Radu, Yvette Radford, Nate Moon, and other responsible parties:
Kaiser and City of Oakland's attempt to relocate the Mosswood Park encampment has led to the creation of a new encampment in our neighborhood on Manila Avenue between 38th and 40th street by former Mosswood Park encampment occupants. This has led to putting our neighborhood at risk. Some of the reported incidents in the last couple of months since the Manila Ave. encampment began:
- attempted front door break-ins on Manila Ave
- attempted mail thefts on Manila Ave
- petty theft and trespassing on porches of residents
- unleashed dogs wandering the streets
- encampment occupants yelling threatening obscene comments to residents of our neighborhood
- encampment occupants entering backyard gates of Kaiser owned properties on Manila Ave,
- fighting and screaming on Manila Ave and the intersection of 38th street and Manila Ave
- piles of accumulating trash blocking both sidewalks of Manila Ave
- drug trafficking from a parked camper/van on Manila Ave which was reported to OPD.
Other incidents include fires on the sidewalk next to the Piedmont Lumber yard and SGI Meditation Center, used syringes thrown on the street, knocking on residents doors in the middle of the night asking for help related to feuding encampment occupants, using residents' outdoor water faucets without permission, defecation in residents front yards, and in March, a 2 alarm fire at 316 38th street which destroyed the interior of the building.
Further--the encampment is next to a building housing a toxic waste site, the "Glovatorium" at 3860 Manila, which is also in danger of fire, putting health of the homeless and surrounding community at great risk.
In an attempt to alleviate the above conditions, we request that the following be implemented:
1. MANILA AVE ENCAMPMENT HOUSED AT ANOTHER LOCATION.
2. TWO HOUR PARKING ON MANILA AVE BETWEEN 38TH AND 40TH ST.
All surrounding streets have 2 hour parking. This is needed on this block to alleviate the drug trafficing by long-term parked campers/vans.
Now we no longer feel safe walking down the 3800 block of Manila Ave. We fear the incidences which surely are to come in the future. The City of Oakland, Kaiser, and Operation Dignity have a responsibility to make our neighborhood safe again.

The situation on Manila Avenue is not improving. I am currently reaching out to local representatives to demand an actual plan.

There were times the encampment residents defecated on the side of our home. We also found one individual with mental health lay on our front porch. My sister had to call the authority.
I live a block away. We have also had issues with our front yard being used as a toilet and garbage dump. Last week we had a man, with obvious mental health issues, blocking our driveway stringing garbage all over. He finally moved on, after hours of him yelling and screaming to himself.
The city needs to help these people they need to get housing. The city Oakland has supposed to put these people in hotels because of C-19. But the area is becoming very unhealthy and not safe and I’m sure most of my neighbors do not have anything against these people but they need help in the area needs to be clean.
My car was recently stolen out of my garage in broad daylight. My apartment building has been broken into a dozen times in the last year. I do not feel safe + work hard to achieve this peace of mind. This has been and continues to be out of control.
I live on the 4100 block of Manila and agree with everything stated here. This encampment has created a safety and public health risk for our street. I don’t have answers as to where these people can go. It’s the most difficult problem we have but that particular encampment is not safe.
As a long-time Umami Mart shopper, this perspective is sad and disappointing. Umami Mart moved into this neighborhood recently -- the community of unhoused people in question have been living in the neighborhood much longer. The scapegoating homeless folks in the name of community safety and urging their relocation is pretty tone deaf to the forces of gentrification of this neighborhood, and how it contributes to Oakland's housing crisis. :(

This should not have been allowed in the 1st place. It shows that there was no follow up by the City of Oakland or Kaiser to see the planned relocation worked. I guess once they moved the encampment out of Kaisers' sight and off Broadway they lost interest.
