Due to the proliferation of recovery houses, Sober Living Houses and detox facilities in coastal cities of Southern California, we move to regulate them. We seek to pass legislation in Sacramento that regulate the number of inhabitants, register them with local authorities, and have the operations be responsible for any nefarious conduct

It is imperative that their disruptive influence on neighborhoods be closely monitored and updated by local authorities. We seek the state to return local control to the cities.

PLEASE HELP MOVE THE STATE TO ENFORCE LOCAL CODES AND LAWS. THESE HOUSES ARE BEING RUN AS A DAILY OPERATING BUSINESS OUT OF THE GARAGE. CAUSING MY NEIGHBORHOOD WITH DOZEN CARS IN FRONT OF MY HOME AND DANGER.

I have been dealing with the environmental exposure to massive amounts of second hand smoke from the ALCOHOL and DRUG Rehab residence NEXT DOOR FOR OVER TWO YEARS . I WOULD NEED TO POST PHOTOS for anyone to believe the amount of toxic second hand smoke that 6 chain smoking adults, less than 30 feet from your home can generate. It has often made me physically ill.

I am very concerned about the unregulated recovery/sober living homes in our neighborhoods as a retired RN and administrative Nursing Supervisor who worked with these populations in a controlled hospital environments.

These are virtually unregulated businesses. They are not single family homes. And They are not locals as the code intends. They destroying the character of once charming neighborhoods by allowing these businesses.

These facilities currently have greater rights than children, elderly, disabled, and all other neighbors whose rights are currently being violated while local authorities are powerless - due to current state legislation - to protect them. CA Health and Safety Code 1566 absolutely must be changed or overridden completely.

The sober living homes are a scam for the owners to make money. To be considered a rehabilitation facility, it must have in-house psychotherapist and full time doctor or nurse on duty. Sober living homes are no more then people trying to stay sober, or not, in which case they need drugs and will go to any limits to get them more so then go to any limits to stay sober and these people include sex offenders. They need a hospital surrounding otherwise, at $1,500 a bed per month ( and each room can have up to 4 twin beds). Do the math. It's not about helping addicts, it's about a house payment. I've been there. I know.

Please share with your neighbors. Recovering addicts need to be in supervised facilities. Until the law changes in Sacramento, we need to keep them out of our neighborhoods in Laguna and in the facility at South Coast Hospital or licensed rehab facilities.
