We, the undersigned, petition West Sussex County Council to provide the children of Chichester Borough (and in support of children in surrounding areas) with an equal opportunity to access appropriate provision in further education, during transition and early adulthood. For those with Special Educational Needs, this should be done specifically by establishing a sixth form (provision for year 12 and 13) at St. Anthony’s Special School in Chichester. The current group for ‘Exceptional Needs’, which was established by WSCC, fails to provide this level of continuity through transition, & up to 19yrs – or beyond, if still in further education; as legally supported by children’s statements of SEN. (SEN Code of practice- item 8:121-8:124). This would provide not only continued structured support for those with Special Educational Needs (in particular complex communication conditions), but also provide outreach aid to equivalent years in local mainstream schools who would otherwise struggle with transition, and is a requirement that is soon to be established under new legislation. The main support for transition within Chichester College itself would need to be set up as a correctly equipped unit similar to that currently provided by St. Anthony’s Special School. This will entail the provision of suitable environmental surroundings & specialist teaching, providing individualised courses & vocational training and support throughout further education. Outreach planning, staffing and course guidance could be provided by the highly qualified staff at St. Anthony’s Special School. The site of Chichester College could easily accommodate all of the above provision if necessary. Thank You Very Much For Your Support.
