On November 1, 2014, Providence Health Centre and St. Paul Hospital is opening a drug rehabilitation centre in our neighbourhood (Renfrew Height), next to a playground, child daycare/preschool and the Vancouver Christian School. The centre is mainly for people between 15 to 24 years old with mental illness. They tried to open the drug rehab centre secretly (without any public consultation). This decision would drive to many serious concerns over public and children safety. No other cities would open a drug rehab centre in a safe and quiet living neighbourhood but Vancouver is allowing such to happen.

1. Before they open, they never make any consultation publicly. Noone knows about this decision until couple days before the drug rehab centre opens.

2. They did not give any notices until couple days beforethe drug rehab centre opens. All they did was to mail out a flyer to the houses next to thedrug rehab centre. Most people living in the neighour did not receive this "flyer".

3. If noone spreads the news out, most people within this neighbourhood would NOT know the drug rehab centre is opening.

4. They bought a 1.6M single family house as drug rehab centre. In order to change purpose of the house, the City of Vancouver needs to approve for rezoning purpose. Did this application take place and approved by City of Vancouver? If not, using a single family house as drug rehab centre is definitely illegal.
