Justin Keller is the current Pottstown Borough manager, and doesn't live in the borough. He resides in Phoenixville, which is a change to previous managers that held this position. The requirement for this position is to reside in the borough, but it was changed by the previous manager, Mark Flanders, when he lived in Coventry. It costs the borough more money to retain Keller as the manager, while living in Phoenixville.
Keller is provided a car, gas/mileage, car insurance, and a cell phone. Commuting between the two towns raises the cost of his car insurance and wear and tear on the vehicle he is provided. This is why this position is awarded to a resident of Pottstown. Did I mention that Keller makes more than our superintendent of the school district?
Four years ago, councilman Dan Weand applied for this borough manager position. He lost it to Keller. Weand has lived in the borough for nearly 40 years, knows the inside and outside of the town, is on several committees, and works them as a full time job with just a small stipend of $100/month to hold his elected seat as borough council president. Four years ago we made the wrong decision to award this position to Keller. Weand is knowledgeable, understands the finances, community involvement, and business ideas, to welcome new businesses here in town.
Keller's full contract expires Dec 2022. Every Dec his contract is up for review. It is fiscally irresponsible to continue to pay for a position to someone that lives more than 10 miles away, outside of the borough with no vested interests in this town. We need to fire Keller, and hire Weand as the borough manager.
By signing this petition you are in support of reviewing all borough contracts, including Keller's; you are in support of his removal due to not living in the borough (by law 5 'residency' was changed by previous manager); and appointing Weand as the new borough manager.

I have been hearing from so many neighbors lately who feel just as frustrated as I do about where our borough funds are going. It turns out I am far from the only person who thinks our manager should actually live in the community they serve. Thank you for making me realize this is a conversation we really need to be having.

Why are we paying for a car and gas for someone to drive in from Phoenixville when there are plenty of qualified people right here in town? Makes no sense.
As a Borough resident of 16 years, someone who lives in the borough should be managing things!
Anyone who does not live in this town and is costing us money needs to go and that is the bottom line.
To many people who should live in Pottstown because of their position with in our community do not. Its time to hold these people accountable. If you don't live in Pottstown how can you be proud to be from Pottstown and our truly want to make improvements.
Agree with Jennifer Green. Stop costing pottstown money. Expensive Borough managers are useless anyway.
People need to wake up! I know more about the employees and the corruption, then tax payers could ever fathom. Keller not only lives in Phoenixville, but also works 3 days a week from home. He doesn’t even have the qualifications for the position, he is just a POOR grants writer. He speeds 80 mph on 422, even through construction in Lower Pottsgrove. A lot of good GPS systems do, when Doug Yerger should be monitoring. However he should’ve been fired years ago. Management receives “bonuses” on taxpayer dollars, which is BS. Thousands in yearly bonuses! They throw parties all the time and pay for food truck catering on tax dollars. 2008 a private auditor came in and recommended 12 union positions and 8 management positions be removed for the size and work performed needed for Pottstown. They fired them and now have more positions than they did before the audit. Not only do they need to FIRE Keller, let me throw out all the names for theft, misuse of time, and corruption. They need to FIRE: Sandi Chieffo, Zac Nelson, Marley Boone, Dawn Mador, Michael Lenhart, Andie Graham, Terry Jones, Brent Wagner, Karen Owens, Jim Hennessy, Jason Skimski, Kieth Place, and so many more managers. Animal cruelty at sewer plant, workers there bring their kids in to work, leave whenever they want. Brent Wagner might show up for four hours a day if he’s lucky, definitely isn’t working those 4 hours either. Jason Skimski works 4 days a week, and they allow it. Your sewer and water bills are through the roof because of the radical and wasteful spending of Brent and Jason. Huge brand new crane truck to get used once or twice a year. Taking the Borough vehicle home, to golf outings, and other places he shouldn’t be, on Borough time. Operators and maintenance guys do nothing most days, and aren’t worth $5 an hr, much less $30-$40. They blow more money in a year, then most people make in a lifetime. Park workers are a joke, since their best worker left a few years back. Parks all look like crap,

We Pottstonians definitely need to revisit affairs with regard to staffing, promotions, and salary. Oversee the budget more closely. Also I believe the current staffing from top to bottom be reviewed. I believe it is out of control, even as far as the magistrates. No matter our/your party affiliation, we must elect the correct citizens to grow our future personal and as a community. To rid our borough of blight, troubling issues & bring new business. What we have currently, is not working.
