Seems many Schwab House East Wing residents desire sleep but are challenged by that little dog left for hours at a time on the terrace across the street — 284 West End Avenue, a 10 unit rental building built in 1920.

Some SH residents video record the incredibly powerful lung capacity of this little dog barking for extended periods of time at all hours of the night, others take photos. Reports/complaints regarding the dog have been made to our mangement who, in turn, direct residents to contact 311. This has been an ongoing and unacceptable noise issue for quite some time and as of Monday night nothing has changed except it finally crossed a line for me, one that should have triggered action long ago.

I've researched and discovered the name and address of the property owners and intend to write them in an effort to amicably resolve this situation. This is where you come in.

Power in numbers!

As impacted residents/victims I ask that you sign this petition. Your names will help shine a light for the owners on the unreasonableness in conduct of their tenants by allowing this dog to disturb the peace . . . our peace! Certainly if we hear the loud barking echoing off the buildings then the dog owners, only inches away, can too. It is foreseeable to me that as the weather improves these tenants will keep their dog outdoors on the terrace for even longer periods of time which means more noise, disruption, and sleeplessness. All of this is not the fault of the dog but the terrace tenants.

To me, the best approach is to present a signed petition from impacted SH residents. Owners of 284 WEA in receipt of our petition must act in good faith and in a responsible way toward resolving this nuisance and disruption to our lives. This petition will evidence the need for owner intervention with their terrace tenants as soon as possible.

Enough is Enough!!

Clearly the dog is starved for company and attention... and its desperate cries for help are driving us up the wall. I can't imagine the owners intend to be cruel, yet they're not around when the poor animal is most craving socialization. The barking has got to stop. Dogs are pack animals; don't leave this one all alone all the time.

This neglected dog sounds like a Rottweiler on the attack. This seems to be a matter for the ASPCA. Where are its owners? He is not being cared for in a responsible way. And he has totally disrupted all the neighbors hope for enjoying our winters open during the warm weather evenings. Thank you for bringing this to the attention of those of us who care about animal welfare and civic responsibility.

Poor dog. No, this poor dog is not a happy creature. It is heartbreaking to listen to, on top of being so disruptive. This animal needs another environment, a family that is always home, or some major life change.

It verges on abuse, the way the owners leave it alone on that terrace. I hate the incessant barking at all hours, but feel sorry for the poor animal.

Jeff - by your care and reasonable tone I can tell you're a gentleman -- if I were you I'd cut to the chase and hire an attorney - get an attorney to cite whatever statutes apply and write a cease and desist letter -- it's likely the only language they'll understand.

The owners of this dog exhibit no care or responsibility for their dog and we pay the price having to put up with frequent loud, annoying barking. Send the dog to daycare or give it to someone who cares. You can hear how stressed it is.

That dog is very annoying, it barks for long periods of time and this has been going on for many months.
