We in the Wellesley community would like to petition for several highly needed traffic calming measures along the segment of Park Terrace Drive between Three Chopt Road and Lauderdale Drive. Due to a huge increase in traffic along Broad Street near Short Pump Mall, Park Terrace Drive has become a major thoroughfare for persons attempting to bypass Broad Street. Daily, there are many pedestrians on the walking/jogging path all along this route. In addition, there are notably four school bus stops along this route. The actual speed of many drivers throughout this stretch is much above the post speed limit of 35 MPH. There have already been three pets in our community who have been hit by high speed traffic along this road over the last 12 months. Of note, according to studies by the NHTSA, if a pedestrian is hit by a car at 35 MPH, the average risk of fatality is 25% and the risk is over 50% at speeds above 40 MPH. However, the risk of fatality is only 10% if a person is hit by a car at 25 MPH. We strongly feel that greater measures need to be taken before a human fatality or serious injury occurs along this busy road.

Here are some of our proposed traffic calming measures:

1) Speed Bumps placed at several intervals along Park Terrace Drive between Lauderdale Drive and Three Chopt Road

2) Reducing the posted speed limit to 25 MPH with the addition of 2 radar detecting digital signs to immediately urge drivers to adhere to the lower speed limit.

We the undersigned are in full support of either of these measures to help make our community safer. We urge Henrico County to implement these proposed changes in a timely manner. It really is a matter of life and death.
