Dr. Stanley Kaiser was a loved and well-respected Chiropractor, he would go out of his way to provide care for those who needed it despite their ability to pay for treatment.
On December 11, 2017 Dr. Stanley Kaiser was at Dollar General on Arch Street. Belcher was in his car and called Dr. Kaiser over. When Dr. Kaiser approached, Belcher attacked him. Dr. Kaiser passed away from his injuries on January 5, 2018.
Belcher took a plea of 2nd degree murder and was sentenced to 18 years in prison. He entered Arkansas Department of Corrections on December 12, 2019. As of September 2025, he will have only been in prison 6 years.
We, the undersigned, Strongly OPPOSE, parole for Phillip Belcher. Justice demands that he serve the full sentence given to him.
This man needs to complete his sentence, period! We have non-violent drug offenders doing less time than this CONVICTED murderer!

This evil violent drug addict attacked his wife on a few occasions AFTER he murdered my brother, so much so that his bail was revoked. His rap sheet is filled with violence and drugs.

I went to school with Stan and he was a life-long friend of mine. He is greatly missed because his life was cut short by this murderer! He needs to stay in prison and serve out his term!

Such a cold hearted crime. No deterence if parole comes early. He should serve the full sentence given lawfully by a court. Not only did he steal a man's life, he robbed his family and the community of a good man. Deny Parole. This is not a game. Actions have consequences.

Letting this man out after only serving six years of his sentence, would be a huge slap in the face to Stan‘s wife and family that was left behind. Please before you vote to release this man early. Ask yourself if this was my family in this situation would I want this monster let out early. He deserves to spend his full-time in prison.
