A petition to oppose the Legislature's last minute Delta Bill Package & the Peripheral Canal By signing this petition I state my strong opposition to the “Delta Bill Package.” The Delta Bill Package was developed in secrecy and is being rushed through the legislature in the final days of the legislative session without adequate opportunity for public review and comment. The Delta Bill Package would establish a committee appointed by politicians that could authorize, fund and build a Peripheral Canal without legislative or voter approval. The Delta Bill Package fails to provide requirements and enforceable standards for fishery restoration and will facilitate the demise of salmon in California's Central Valley Rivers. The Delta Bill Package guarantees water for west San Joaquin Valley agriculture, while ignoring the toxic drainage from these lands that undermines the Delta's ecology, imperils its fisheries and degrades water quality. The Delta Bill Package weakens environmental law by making water for the environment and fish “coequal goals” with water exports to the lowest priority water contractors when more water has been promised than actually exists. The Delta Bill Package is an effort by junior water rights holders to overturn existing water law and nullify California Supreme Court decisions holding that protection of the Delta's environment is superior to water exported from the Delta. The Delta Bill Package places the future of the Delta's ecosystem and the fate of its fisheries into the hands of a seven member Delta Stewardship Commission, the majority of which are appointed by the Governor without any qualification requirements. I therefore ask my elected representatives in the California State Legislature to oppose this ill-considered stampede and to establish a thoughtful process that provides for adequate oversight and opportunity for meaningful public involvement. This petition will be sent to all of the legislators in both of the state houses. (Senate and Assembly) via US Mail and e-mail. NOTE: AFTER SIGNING THE PETITION YOU WILL BE TAKEN TO A DONATION PAGE. I started this because I was worried about our water but I never imagined so many people would feel the same way. Behind the scenes I have been reaching out to offices to ask for a meeting about these secret plans and will keep you posted on what I hear. This is happening because you chose to speak up.
