Royal Marine Paul Woodland died during a Special Forces training exercise in October 2012.
He served in Afghanistan and Iraq while he also kept peace in Sierra Leone.
Paul's fiancée, Sian Woodland, and his family have been campaigning to add his name to the Cenotaph in Penarth. To date, the Vale of Glamorgan Council has refused to do so.
