Parking Fine Refunds Since the introduction of Decriminalised Parking Enforcement (and now since 31st March 2008 Civil Parking Enforcement) the number of parking and moving traffic contraventions has escalated out of control to produce a nice little stealth tax of over £1 billion a year.
