This is a petition to appeal to the Secretary Leonor Briones of the Philippine Department of Education, and OIC Superintendent Pedro Melchor Natividad of Zamboanga City Department of Education, to drop the resolution on removing Ms. Collin Casas from the Regional Science High School-IX and to uplift a resolution to oust Dr. Lutchi Castelo Rimando, principal of the abovementioned institution, on the following grounds:

1) The school head made a grave threat against the faculty representative, saying “Papatayin kita!” Article 282 of the Revised Penal Code (RPC) punishes such act for any person who impends another with the infliction upon the person’s honor or property, of any wrong amounting to a crime.

2) The assault using a weapon done by the school head to the faculty representative is punishable under the Criminal Code of the Philippines, Section 62.

3) The school head violated the circulation of statement of the order the DepEd upholds (DepEd Order No. 85, s. 2003 with revisions in DepEd Order No. 42, s. 2007 in accordance to Republic Act No. 9155); by (a) conducting an item without forming the committee which should assess a rank list of teachers qualified for the item, (b) refusing to uphold transparency for the open ranking, and (c) PROMPTED THE QUALIFIED FACULTY MEMBERS TO DISMISS THEIR PARTICIPATION IN THE OPEN RANKING BY SIGNING A WAIVER.

4) The school head action (on the matter of promotion) is stipulated in the Revised Rules on Administrative Cases in the Civil Service, Section 46 B4, “Inefficiency and incompetence in the performance of official duties.”

Si Dr. Lutchi dapat ang mag alis. Kahit ano pa man ang nangyare, hindi tlga dapat ginawa ni Dr. Lutchi yon. Nirerespeto sya ng marami tpos ganun pala sya? Nasaan ang pagkaprofessional nya. Tssssk masyado kasing mataas ang tingin ni Dr. Lutchi sa sarili niya. Sorry for this Dr. Luchi.

As a student of Regional Science High School for 4 years the current issue has brought great shame to a proud and glorious institution which i too am proud to be a student of. I understand that mistakes were made and both parties were at fault but I cannot allow that a great teacher such as Ma'am Collin be reinstated to another institution with no sound judgment. Compared to the actions of Dr. Rimando, she has done less and deserves to retain her place as an esteemed educator to our school where she has served loyally, whereas Dr. Rimando has only be in out school for roughly 2 years. I know that others share the same thoughts as I do. JUSTICE FOR MA'AM COLLIN.

A clear picture of injustice. Where can you find the offender being retained while the victim is transferred to another school? To uphold the integrity of the institution, we need to have respectable leaders with high morale and transparency.

Prior to what happened, I was definitely shocked. It was indeed unexpected and many of us were afraid and we felt ashamed because it could stain our school’s reputation. I may not actually on the scene but with how my classmates narrated the story regarding on what they had heard it made me think that it was really embarrassing and it provokes to higher issue namely violence. On my perspective, any person who could not hold his/her temper and has the capability to threat one’s life instead of labeling him/her as dauntless I would really thought that they are kind of person who may have impulse disorders. Any professionals must act ethically. But, what I after most is to resolve this case as soon as possible for the betterment of the school and to the whole RSHS family.
