In response to San Juan County's Solid Waste Request For Proposals (RFP), Orcas Recycling Services (commonly known as The Exchange), stepped forward and submitted a detailed plan to operate the Orcas Transfer Station; a county and community resource. Orcas Recycling Service (ORS), is a local non-profit organization. ORS has the competence, capacity, integrity, and commitment necessary to manage the Orcas Transfer Center in a manner which is responsible, responsive, and in the best interest of the County and our island community. We vitally need ORS at the helm! This will bring back localized decision making, local jobs creation, and local retention of resources. Considering the respective strengths of the two RFP applicants; ORS and Cimarron Trucking, we believe the most beneficial and effective way for the County to proceed is to contract with Cimarron for trucking and disposal services, and contract with ORS for operation of the tipping floor and management of all services at Orcas Transfer Station. This arrangement will balance potential risks and benefits. It will set us on a sound path to meet the short-term and long-term goals of our Community, County, and State for moving beyond waste.
