In an effort to preserve the integrity and mission statement of the National Walking Horse Association (NWHA), this petition requests the NWHA to assign an Investigative Committee (IC) to investigate the alleged improprieties at the 2011 NWHA National Horse Show (Murfreesboro, TN).
 
IC shall be comprised of at least 5 NWHA members in good standing and has participated in the NWHA as a past: Executive Member, Director, Board Member, Judge or Committee Member.
 
Selection: An odd number of members are required to secure a majority vote. The IC members shall be regionally diverse, and will be chosen by NWHA members.  A list of IC members will be stipulated and presented to the BOD pending the outcome of this petition.
 
Exceptions:  IC members shall NOT include 2011 Executive Committee members, or Director of DQPs.  Additional exclusions include immediate or extended family members, business associates or relationships which can be considered a conflict-of-interest.
 
IC shall investigate alleged improprieties relating to influencing judges and/or DQPs.
 
IC shall consider information from 2010 and 2011 (two years).  If a trend needs to be established, the IC can consider information from 2009.
 
IC shall identify direct violations of established rules and/or operating procedures.  IC shall also consider unethical abuse of power, improper conduct and conflict-of-interests.
 
IC shall recommend policy changes, corrective actions and respective penalties.  Penalties can be implemented retroactively.
 
IC Chair can call a vote on aspects requiring a decision/conclusion.  Greater than a 50% majority vote shall stand.
 
NWHA shall publish the final investigation and recommendations to the general NWHA membership.
