The Haddonstone Pond was built in 1987 and was designed to drain into the Ozaukee County Drain Tile System by the then City Engineer, who reviewed and approved the pond construction drawings. The County Tile System has since collapsed or has become totally blocked, and is not draining the pond. The cost to repair the failed County Tile System should be borne by the City as a whole, not selected property owners because: 1. The decision to drain the Pond to the County Tile System was made by the then City Engineer 2. The City gaurenteed there would be no problems with the Haddonstone Pond handling the additional flow from the The Pines Pond when it was connected in 1996. 3. The Haddonstone Homeowners Association has notified City Officials on several occasions of pond drainage problems attributable to the County Tile System since at least 1997. 4. It is impossible to fairly and equitably determine who are the benefitted property owners of this project and therefore their special assessment.

I have spent my mornings walking the edge of the pond and documenting the latest flooding that affects our basements. The city continues to ignore our requests for a clear explanation of how they justify shifting this financial burden onto us when their own engineers designed the system. My next step is to compile all your stories into a report to hand directly to the council members.

Seeing this momentum grow brings back the frustration of watching our neighborhood struggle with these drainage failures for so many years. It is incredibly heartening to see that the city can no longer ignore the burden they placed on us back in the nineties.

My yard is constantly flooded. The city made the plan and approved it so they should be responsible for the repairs. Plain and simple.

The city messed up the engineering back in the 90s so now they need to fix it. Why should a few homeowners pay for a city wide mistake?
