The storm water basin at the head of the Stone Field estates development has been retaining 6-18 inches of water on a regular basis for the last 18 months. In a recent meeting with the City Planning board; it was revealed that this will be the norm. The design calls for the basin to have water in it for up to 72 hours after precipitation.

I am in favor of 2 things:

1. I think the town should require a fence around the basin; commiserate with requirements for a swimming pool. This basin is a safety hazard.

2. I think the design should be altered to not retain water; because the standing water will attract mosquitoes.

The momentum behind this petition proves that the city planning board cannot keep ignoring our safety concerns. They thought they could settle for a mosquito-infested death trap in our neighborhood but we are making it clear that this design is completely unacceptable.

Contractors need to follow through on agreements with neighbors. The failure to address the concerns of neighbors on the water run off is unreasonable. I also find the snow fence to be unsafe and a unreasonable safety substitute. The water drainage has not met the requirements.

Ideally, this water should be completely drained so that it does not retain water. Mosquito larvae prefer shallow water less than 24" so this has been and will continue to be mosquito heaven! This is not fair to the previous and new residents of the neighborhood.

If a private home owner built this, it would never fly and the town would be lining up their inspectors to shut it down.

This storm water basin is what I would refer to as an "attractive nuisance". The city and builders are inviting trouble and lawsuits. A fence might keep away neighborhood youngsters but not mosquitoes. The whole area has to be redesigned. I agree it is absolutely a safety and health hazard.

I'm extremly dissapointed in the lack of concern that the city of Attleboro has over this. Does a child or animal have to die before the force the builders to put a proper fence around it?! But also just as disappointed that they think it's ok to have a man made area of standing water in our neighborhood to draw in misquitos & make our lives miserable... not to mention the health risks that the misquitos bring with them.
