We the homeowners and landowners sharing common driveways and roads petition the State of Maryland to enact legislation and roadway specifications and to ensure these roadways are maintained to the specification and that the cost of maintenance be shared proportionately among tenants. We further petition that a Plaintiff attempting to collect costs associated with maintenance shall receive reasonable attorney fees, collection fees, and maximum interest should a Tenant refuse to pay, thus forcing collection and litigation. Maintenance costs to include maintenance of surface to specification, removal of debri and snow from surface, and repair of culverts and bridges. Specifications should consider drainage, inclines, and railings on steep embankments, and provide for minimal dust in primarily residential developments to ensure safe driving conditions.
