Beautiful Holden Beach has long been an oasis of family fun with a strong sense of community pride. We, as a group of homeowners hope to band together to both preserve the continuity of a simple family beach experience while allowing for respectful town growth. Here are the Tennent’s of the petition we wish to recognize.
We respectfully ask the town board of Commissioners to take a step-back in your process and hire an independent third-party consultant NOT related to the parking vendor selected (Otto Connect) to construct a plan for paid parking that will drive revenue, but with the following filters in mind:
- Ecological impact to the dunes, marsh, brush, birds, woodland creatures, other marine-life and other potential issues.
- ROW impact on neighborhood streets relative to individual yard/property lines including a clearly defined definition of "driveway" so that owners can either adhere or modify their current drives to your definition to meet new parking criteria.
- ROW impact on parking/person density and therefore project-able beach density created per street, per public access point.
- Demonstrable plan for beach trash and maintenance related to new parking/person density at public beach access points.
- Demonstrable plan for adequate restrooms per new parking/person density at public access points
- Impact on unique street challenges related one-way streets such as but not limited to Ocean Blvd East running parallel to dunes.
- Impact and plan for paid parking in areas with no public beach access points to avoid trespassing on private property.
- Clearly defined communication streams for homeowners noting parking violation in their immediate areas and response expectations
- The addition of the final plan to the ballot for a public vote

This plan has no consideration for the negative impacts it will have! The BOC is only concerned with the income to try and pay for the Pier purchase debacle. Some paid parking in proximity to PUBLIC beach access may be feasible, RoW not so much.
This will devalue our properties. Property owners on canal streets are being unfairly targeted. As stated at the last board meeting, homeowners will be cleaning up the trash left behind. This paid parking is NOT the solution.
My family and I are against any parking on the streets,especially the side streets. They have proposed 5 parking spaces on Delanne st, this is a dirt path and very narrow,if two vehicles meet on this path one vehicle must drive onto our or our neighbors property to pass. Parking will not work on Delanne st!!
An independent third-party consultant NOT related to a stakeholder in a profit position seems the fair, reasonable, and just decision for elected officials to choose in order to represent the people they were elected to represent.
I’m concerned much of this parking will add traffic to the side streets of our island. It becomes a danger for all pedestrians, especially kids that ride bicycles, walk to the beach, or park area.
Property owners should have 1-2 free tags for all the taxes & fees. Not what was initially stated. Topsail approach
Paid parking is a disgrace. The ocean is free for all and we should all respect it and care for it. This sounds like out and put war.

I have a vacation on the inland side of the waterway and think there’s a better way than this. Lots of people who live in surrounding area love to come on the weekends. They can’t afford these high costs and then no guarantee of a parking spot.
