Heartland Community College Board has voted to forego a Public Referendum and instead has elected to use a back-door referendum, requiring no public vote to move forward. There is a small window of time that allows a petition to be signed and delivered to the College that would then require the College to first seek Referendum approval from the voting public in the College District. If at least 10% of the constituents sign the petetion, HCC will be required to first seek public approval with a referendum, as required for most other public schools.
