Ms. Linda Reilly, 504 Chief

Small Business Administration

Washington DC,

Dear Ms. Reilly:

TXSBA is a 501 c(3) nonprofit corporation that promotes economic development to small businesses in the underserved communities in Texas by providing access to capital using the 504 Loan Program. We hereby announce our application to become a Certified Development Corporation in the State of Texas. We proudly present our Non-Profit status is complete and our Board has been formed. Legal services engaged with Lisa Preston for formal organization according to the requirements of the Small Business Administration.

TXSBA is the only women-led, minority owned CDC in the State of Texas. We bring 80+ years combined experience in SBA Lending and industry experience. We are seeking approval from the Small Business Administration to perform the duties of an economic developer with two main focuses: bringing more loans to Texas through the 504 program and to support women in both obtaining access to capital, but also preparing the next generation of young women to successfully enter the banking and finance industry through our own carefully curated and cultivated SBA education programs.

Our team has been leading panelists at SBA Lender Conferences for over 20 years as industry experts and educational leaders. Karen Bean is a long-time NAGGL Leader and frequently tapped as the SBA Secondary Market Expert on a National Level. Christine Foster has been a panelist for many conferences representing the 504 Community since 2009. We have the industry knowledge and educational background to be of service to women business owners as well as, our next generation of Women Bankers. TXSBA wants to bring all Texas banking teams up the next level of lending – community lending. We have chartered our own introduction into the SBA niche through educational courses created and led by SBA's top trainers. Our industry expertise includes cash flow analysis, tax return evaluations, industry standards, market ratios and repayment ability. In addition, our educator community includes former SBA District Director, Tim Jeffcoat, the best positioned advocate for all small businesses and the services available by the SBA.

TXSBA works closely with the Small Business Development Centers across Texas to provide focused growth plans to the small business sector in all industries. We have lenders we work with throughout the state to accomplish entrepreneur’s capital goals. Our community is full of people who want to help. We work to help the newest members of our lending industry learn this incredible program. Please find the below list of our supporters, community partners and industry leaders that join our mission.

Respectfully,

Texas State Business Advisors

April 4, 2024

I am truly overwhelmed by the messages I have received from those who see the necessity of this work for our Texas small businesses. Behind the scenes we are preparing everything for our next steps and I am only able to keep going because of the momentum you all have created.

The SBA industry has been male-dominated with the banks and non-bank lenders for far too long. The definition of “the boys club” in this space continues to grow. Women in SBA loan shops are treated disparately. I 100% stand and advocate for positive change. Diversity and equal treatment. I approve of this petition. We need more!

So proud to be engaged with this group that champions the things I am so passionate about- women's access to capital, and preparing the next generation of young women to enter banking and financial services. This is the way to a successful future for us all!
