The undersigned do hereby state:

1) We are residents who reside within the city limits of Vandalia, Missouri,

2) We are at least 18 years of age,

We, the citizens of the town of Vandalia, do hereby petition the city to terminate the employment of Officer Daniel Smith. In support thereof, we state that we believe Officer Smith has not conducted himself in a manner in which should be expected of an officer of the law and has not set an example in which should be followed by citizens or children who reside in the town of Vandalia. Furthermore, there have been several allegations of harassment of citizens and visitors by Officer Smith, and animal cruelty or unlawful execution of pets without probable cause by Officer Smith.

We, the citizens of the town of Vandalia, do hereby petition retirement or resignation by Chief of Police- Laird. In support thereof, we state that it is in our opinion that, in recent years, Chief Laird has not operated, led, or managed the officers of the Vandalia Police Department in a manner that not only protects the citizens of Vandalia and their properties from others, but in a manner that also protects the citizens from harassment, unlawful imprisonment, unjust arrests, violations of constitutional rights, unlawful execution of pets without probable cause, and unlawful traffic stops by officers under his direction. We do not believe that Chief Laird is able to fulfill his obligations under the capacity of “Chief of Police”.

We, the citizens of the town of Vandalia, do hereby petition the city to hire a third-party individual or organization with no affiliation or relation to any employee or volunteer of the town of Vandalia to review and monitor the tax revenue, income, expenses, repairs needed, utility billing and procedures and rates, and employee wages for the town of Vandalia. We require that this third-party individual or organization review the operations of the town of Vandalia for a period of at least 30 days, but not to exceed 60 days. We require that this third-party individual or organization make a public statement in the Vandalia Leader upon his/her/their departure that includes his/her/their thoughts of the way that business is being conducted within the town of Vandalia, and include any ways in which he/she/they believe that tax revenue and other income for the town of Vandalia could be better spent within the town for improvements and to welcome more small businesses.

We, the citizens of the town of Vandalia, do hereby petition the city to prepare a plan of action that will assist in welcoming small businesses to the town of Vandalia and outline how the city of Vandalia will assist both new and existing small businesses within Vandalia to ensure that they remain in operation. (i.e. Tax cuts for a specific period of time for small businesses. This will allow small businesses within Vandalia to purchase merchandise and hire local employees)

We, the citizens of the town of Vandalia, do hereby petition the city to repair “pot-holes” in which occupy many of the roadways in the town of Vandalia. These “pot-holes” not only endanger citizens and visitors of the town of Vandalia who are forced to drive in wrong lanes within the roadways to avoid them, but also damage the personal vehicles of citizens and visitors of the town of Vandalia.

FURTHERMORE, the undersigned demand that the above petitions are completed by the city's administration within 30 days of them being delivered to the City of Vandalia.
