We, the visitors and past and present residents of Annapolis, Maryland would like to have our beloved Carlester Smith (also know as Buckwheat, Bag Man, Happy as well as other nicknames) recognized by the City of Annapolis and the State of Maryland. Mr. Smith has made it his life's mission to provide the residents of the city a cleaner, happier and friendlier Annapolis, and has touched the lives of countless thousands of residents and visitors alike with his sincerity, kindness, and dedication to public service.
