Subject: Request to Stop the Removal of Community (mDogs and Implement Humane Animal Birth Control (ABC) Measures



We, the undersigned residents of Goa, are deeply concerned about the recent actions to remove street (community) dogs from Government sectors. These dogs are part of our neighbourhood ecosystem and have coexisted peacefully with humans for years.



The removal or relocation of street dogs is not only inhumane but also illegal under the Animal Birth Control (Dogs) Rules, 2023, framed under the Prevention of Cruelty to Animals Act, 1960. As per these rules, street dogs can only be caught for sterilization and vaccination under a recognized ABC program and must be returned to the same area after recovery.

Our Concerns:



Unlawful removal disrupts the local ecological balance and causes unnecessary suffering to the animals.



Relocation or culling leads to new, unvaccinated dogs entering the area, increasing the risk of bites and rabies.



Many of these dogs are already sterilized and vaccinated by residents or local NGOs.



Residents who feed and care for these community dogs are also left distressed and anxious.

Our Request:



We kindly urge the authorities to:



1. Immediately stop the removal or relocation of community dogs from Government or private sector.




2. Implement and strengthen the Animal Birth Control (ABC) and vaccination




3. Allocate proper feeding spots..

Community dogs are sterilized n healthy. They can't be caught n dumped. They are friendly and gaurd our property from wild animals n robbers.PLEASE don't take them away

Before either the administration or the court takes a call on the subject, they have to do their due diligence on the the issue to find out the exact/general cause, which, in reality, is the neglect by the govt & administration to carry out & implement the rules & functions of the policies, as per budgeted allocations for the stray/street animals!!

Please let us get this right. Cruelty disguised as care will bring shame upon us. Let us make Goa's animal welfare programme a model one that shows the way on how we can coexist without harm or devastation to humans and animals. Please let us show the rest of the country that the humane, scientific, sensible way is the ONLY way!

The dogs residing in a school or a college campus are more friendly than even some well trained dogs at home. Since they are regularly exposed to children and play with them often, they are much safer than human strangers. Dogs at campuses must be designated as local guardians instead.

Please focus on important area which need more attention and action. Animals are not involved in rape. Murder and corruption. Dont waste time before it's too late .
