This is so long overdue. People who hurt animals are dangerous and should be stopped from ever owning another one.
absolutely needed. shelters deserve to know who these monsters are before handing over a defenseless animal.
Too many sick people out there getting new pets after they hurt the last ones. Stop them!!!
about time kentucky stepped up. animal abusers should be on a list just like other offenders.
what a joke that we dont have this already. keep up the good work

My local rescue has been dealing with this exact problem. Its heartbreaking to see them return to the same people. Fix this.
