I can guarantee that a large majority of people living in those states own a dog, cat, or horse so how could people who have a pet actually stand by and allow other pets to be harmed? Or how could they live with themselves and harm their own pets themselves? And even worse how can the state allow it to only be punished by a simple slap on the wrist?! I have had animals in my life since the day I was born, my mother does amazing work with a group called HART (https://www.facebook.com/HARTIdaho?fref=ts) nothing is worse to us then a helpless animal being neglected by someone who has the voice, and the power to really make a difference. We wouldn't want child abuse to only be a misdemeanor so why do we let animal abuse be?
