Dear Government, please allow safe basant in Pakistan. There are couple of points you can consider for this season and let's draft a proper policy for the years to come.
1/ Time Constraints (Allow from 2 AM to 7 AM in morning)
2/ Allocate Remote Areas
3/ Create Mohalla Level / UC Level Committees (use Councilors etc) to control and restrict use of chemical and banned thread.

Please allow kite flying, if the whole city can be dug in for cameras, why kite flying can't be made safer.
