This petition has been drafted to encourage Harrisburg city officials to revise the rules surrounding the parking program within the city of Harrisburg. To date, there are roughly 50,000 residents of Harrisburg and not nearly enough parking for those who need or choose to drive. If you purchase a permit to park within the city — say downtown for example — you and everyone else with a permit are limited to the same few streets (liberty, south, locust.) If you’re forced to park off of these streets, your permit to park no longer applies and you must pay $3/hr for the parking meter that operates between 8am-5pm. This happens quite often to residents, sometimes even several times a day if you have to go in and out. If you were forced to pay for every hour of the meters operation through the month because you couldn’t find parking you’d end up paying roughly $840 a month.. That’s $50 less than my rent — to park — when you already have a permit, but you’re forced to pay parking or you’re forced to get a $30 ticket.. Sometimes several times an hour, sometimes even when you have time on the meter. It has also been documented that S&P+ Parking Authority has workers who pick and choose who to give tickets. Some residents and business owners receive none (having not paid for a meter whatsoever) while others will get tickets multiple times throughout the day, yet these cars are parked feet from each other. This petition exists solely to ask the city officials to allow the tax paying, law abiding residents and business owners within the city to park wherever they please, so long as they have purchased a permit from the parking authority.
I live downtown and get ticketed for parking in the zone across the street, 2 minutes from my apartment. When there’s street cleaning, I am unable to find parking in my zone and have to cross Forster street whether I like it or not. As a resident with a permit, I should not be penalized for parking my car in an area that doesn’t even have a meter.
