We are an eighth grade class at Gruening Middle School in Eagle River, Alaska. We are doing Project Citizen and have chosen the state budget as our topic. Project Citizen is a national civics competition, which teaches students how to create or change a public policy. We have chosen the state budget as our issue and have done extensive research on the topic and have studied the state budget and the crisis involved with it.

We have established that Alaska has many problems with the budget and have come to conclusion that we should do these three policies.

• E- cigs should be taxed as a tobacco product
• PFD should be capped at $800 with remaining interest used towards the state’s general fund
• Add a low level income tax implemented in one to two years
