Dear Mr. Smart,

The members of the Richmond Clean Air Coalition have spent a great deal of time researching the International Tie Disposal Company, LLC that has applied for a permit to open their facility on CSX Railroad property that was recently rezoned from residential rural to heavy industrial at 173 Marks Creek Church Road in Hamlet, NC. Our members were involved in a virtual public question and answer session with the DAQ on Monday, February 22, 2021 and asked questions and received answers that were not completely consistent with the research that we have done.

We respectfully ask that the Richmond County Commissioners request that the North Carolina Division of Air Quality (DAQ) require air quality modeling for the International Tie Disposal (ITD) facility and place the permit on hold until the study has been completed and shared with us.

We, as a group, would like to see industry brought into our county and jobs made available for our citizens. However, we do not feel this should be accomplished at the risk of our health, Hamlet's water source, and property devaluation around this facility.

The city of Hamlet has acres of land in close proximity to the potential commercial site. This property has many bodies of water, part of the water system, that are at risk of contamination.

I live near the Madison GRP Biomass Plant, Colbert GA. This plant chipped & burned carcinogenic creosote RR ties for power production. The fugitive emissions from the chipping of Creosote RR ties polluted our water, air, and our lungs and resulted in numerous GA EPD violations. In Aug 2020, burning RR ties for power production was banned statewide!

I live down from Mark's Creek and worry not only about the air pollution burning the rail ties may cause, but also the contamination to the ground and ground water. Even if you have retaining ponds, eventually those ponds will seep into to ground and ground water.
