The City of Torrance never has had “No Parking” signs for the purpose of street sweeping. Yet, despite numerous objections from Torrance citizens, in 2014 the City Council voted to implement the so-called "Optimized" Street Sweeping (OSS) Program, installing thousands of No Parking signs and ticketing for non-compliance. After 100 years, what has changed? The difference is that now citizens pay fines if they don't move their cars. There has been no change in service, and the road under a ticketed car is still unswept.
The OSS Program was ostensibly created to make Torrance compliant with California Water Quality Control Board mandates. However, the installation of catch-basin grates is all that is required. The ticketing program has enriched the City's coffers without any benefit to the environment.
Sign this petition before to tell the City to remove the signs and stop the ticketing. No signs/No fines!!!

May I just point out that hills (of which there are many, including mine) do not collect debris. It’s a complete waste of time sweeping a hill, and causes wasted fuel in the street cleaning vehicle (and pollution from particulates from tires, exhausts etc) so please think about the environmental impact. Thank you.
My 79-year-old mother has lived in her house for 56 years and has never had to worry about what side of the street she parks on. The streets have always stayed well-maintained and have never been a problem. Now she has to move her car, or face being fined. Totally unnecessary! I also live in Torrance an am inconvenienced by this.
We have two handicapped vehicles so only one can fit in our driveway and it is very hard for me to have to park on another street when my side is be done I received a ticket because I couldn't move my vehicle in time nice job Torrance
I don't like the signs but understand their value. One was put in front of my house and is more visual pollution. How about a compromise? Keep the signs, no fines. If that is not an option, I support no signs, no fines.
This program seems to be nothing more than a revenue generating scheme for Torrance. It is arbitrary in its application and there are days when the sweeper does not come down an empty street.
I’m tired of cleaning up after the Street sweeping. All they do is race down the street leaving a mess.
Remove the street sweeping signs. Terrible waste of money and resources.

A ticketed car is still not swept under. This optimized program does almost nothing to improve the environment, but it defaces our neighborhoods and disrupts our lives. Our streets were already some of the cleanest in California before this program was in place.
