YOUR help is needed! Your signature on this petition will help to make crucial positive equity changes for the new cannabis Delivery license. Without these changes, the license type has an extremely poor outlook. But these changes will turn it around completely. YOUR VOICE IS VITAL to the outcome!


The key changes we are requesting to the proposed Delivery regulations:

  1. Be able to purchase marijuana and marijuana products from licensed wholesalers in the Commonwealth (i.e., direct from cultivators, product manufacturers, craft cooperatives, and microbusinesses) (Purchase at wholesale)
  2. Remove the restriction that marijuana may not be stored overnight (Normal warehousing)
  3. Have their exclusivity period of being only available to companies majority-owned by Economic Empowerment (EE) or Social Equity (SE) members extended to be a three-year period, with an option for the exclusivity period extended further based on the Commission’s determination if its equity goals are being met (Extended exclusivity)

I have spent my mornings on calls with industry stakeholders who see the massive potential in these changes. Bringing these inequities to light has opened doors that were previously shut tight to those of us trying to build a fair path forward. We are refining the language of our demands to ensure the commission cannot ignore the reality of what this license needs to survive.

I feel it imperative that delivery companies be able to own a warehouse, purchase product at wholesale, and retail that product to consumers. I also feel is crucial that the EE/SE priority period for delivery licenses is set at a baseline of 3 years (with an option to extend if the equity mandate has not been met). - Grant

Out of state corporations are already ruining this industry in the state. We need to give every advantage to locally owned businesses to compete and keep that money in the state’s communities, especially those most affected by the unjust war on drugs. - Jonathan

My own basic financial analysis shows that Delivery will only lose money if product must be obtained for every delivery from a Retailer rather than a wholesaler. These changes transform the license from unattractive to attractive to operate. - Morriss

Delivery licenses were mandated for social equity and economic empowerment applicants so they could make a living in the cannabis industry, the current model will not accomplish that task. A clear solution to this injustice is very simple, allow delivery licensees to purchase wholesale from other licensed vendors and your problem is solved. - Brian
