If you are receiving this petition, it is because you are a resident that uses De Portola Road between Glenoaks and Mesa Roads as your primary route to get in and out of the area. In 2018, Rancho California Water District conducted upgrades of their equipment by trenching and replacing pipes under the roads of Camino Sierra – from the water tank – to and through De Portola. Since their work, users of the road have experienced hazardous driving conditions and residents have experienced limited access to their homes due to the excessive erosion on the road that was not evident in years prior to their work. Prior to 2018 during heavy rains, the water had natural routes that would avoid the center of the road and make its way to the bottom of the road on either end of De Portola Rd.

The County of Riverside considers De Portola and Camino Sierra Roads "private" roads with public access. This public access ensures that utilities, county services, residents, and non-residents must have access to the road. This means that while all these entities can use the roads, the maintenance is up to the homeowners in that area, which has been done for many years. However, the homeowners do not have the capacity or the resources to formally survey for water flows, and ensure that the road can be maintained by residents in the future in the same capacity it did prior to 2018.

Residents have complained to RCWD on numerous occasions, but instead of conducting a study for a long-term solution that will bring the road to pre-2018 conditions and enacting on those solutions, they have provided remedies that cosmetically resolve the problem until the next rain because their fix does not address the actual problem of water flow. We feel that asking RCWD to repair the road by returning it to its original state prior to their work is a reasonable request.

As residents of the area, our first step is to get the attention and support of as many residents as possible.
