We the people of 1500 Locust are formally requesting a 10% rent discount or rent to be lowered to current rates until the pool and hot tub, which are two of the main reasons why people move here, are fully repaired and usable (allegedly one month). We also request no rent increases at the end of current leases. We are making this request to compensate us for the issues that have been ongoing for 2+ years now. Additionally, in order to fill the 90+ vacancies, apartments are now being rented out at much lower rates than what current residents are paying, so compensating the residents who have been putting up with issues and not moving out like many people already have is more than fair in that sense.
The present quality of life at 1500 Locust does not reflect what was agreed upon in our leases and that of which is available at luxury apartments in comparable price ranges. Our amenities are consistently closed, in disrepair, under maintenance, and/or unusable by tenants, and the common areas are unsanitary (which is not in accordance with PA housing laws). Below is a list of just some of the issues that have, and are, significantly impacting our quality of life in what is supposed to be a luxury building. There is significant documentation of these issues.
- The hot tub, probably the main amenity of this building, has not been functional in about a year.
- The pool has consistently been closed or blatantly too unsanitary to swim in, especially in the summer, and will now be closed for an entire month. The water level has been below skimmer levels for months. Residents had to use a hose (which also broke, of course) to cool off which is unacceptable for what we pay.
- The toilets are frequently clogged, since everyone has to share a total of two toilets, and people often have no toilet to use.
- Roach infestations in units and hallways.
- The roof has had no electricity for the majority of the summer, and was pitch black once it got dark out. Currently only half of the rooftop has power.
- The grills do not get cleaned, one doesn't work, and due to the lack of cleaning, food remnants frequently catch on fire.
- The elevators: one or more has been out of service at any given time for over two years. There have been many times where they have all been down at once and people have had to take 40+ flights of stairs to get home/leave. The new elevators have shown to have issues and put safety at risk.
- The hallways and elevators not having AC in the summer. One woman passed out in an elevator due to the extreme heat.
- Dog park should be 24/7, people are forced to walk their dogs late at night outside when it’s dangerous.
- The gym is often 80+ degrees which makes it completely unusable and is also a health hazard.
- Two of the four treadmills have been broken for several months now and there are often no wipes to sanitize equipment.
- There has been no women's bathroom in over a year and they are all forced to share the unisex bathroom or use the men's room.
- Trash chutes are frequently clogged.
- Black mold in units causing some residents to get sick.
- The elevators being completely filthy, rarely cleaned, and having blood, urine, and feces left in them.
- Management is consistently, according to MANY residents, very hostile and unapologetic when serious concerns are brought to their attention.
We kindly request that these issues be resolved promptly. Please be advised that if this isn’t resolved, many of us may be seeking recourse and/or moving out when our leases end or even sooner. Just to remind you, this petition is an expression of our first amendment right to free speech and retaliation of a landlord is against the law. (68 P.S. § 250.205) "Landlords are prohibited from retaliating against tenants for exercising their legal rights, such as complaining about unsafe conditions." Thank you for your immediate attention to this matter. We look forward to your prompt response and resolution.

The pool is the primary reason I chose this building, along with the location. It's been very disappointing paying for something that is not available.
This is a reasonable concession and request given how long the issues have taken place for. Not to mention I’ve lived here 3.5+ years and I can’t remember any point in which all elevators were contemporaneously functioning. The amenities are embedded into our rental rates and we’ve been effectively paying for services not rendered. A rental decrease is entirely warranted and I’d argue should be back dated as well. It’s simply the right and just thing a prudent business owner would do to value his customer.
There have been so many issues with the elevators (prior to being renovated) and the pool/hot tub. This management team needs to do better and stop raising rents as much as they do
May want to specify what the elevator issues are, in case this becomes a legal document. I have also seen lots of fruit flies. In addition to 10% discount or drop of price to current rate we should ask no rent increase at the end of the year. Has anyone reported these issues to the city of Philadelphia?
Not to mention the roaches in the hallway and in the apartments. Also the black mold in a lot of the apartments, including mine. I understand it’s an old building but management, when asked about an exterminator, said we would have to hire one privately. What do I pay the high rent for? It’s ridiculous.
Please give a 10% rent discount rate until the pool and hot tub are fully repaired. We have many issues at this location and and feel as if we should be compensated for our heartaches and the troubles we've had to deal with

Luxury apartment price for 3rd rate amenities. I expected better when I moved in and see that rental rates have come down by several hundred dollars on the website. I suggest compensation for existing tenants as this is not only unacceptable but most likely falls under breach of contract.
