We, the villagers of Elsenham, call on Uttlesford District Council, Essex Police, and all relevant enforcement bodies to take immediate action to investigate and close the New Farm car park in Elsenham.
Residents and road users have raised serious concerns regarding the operation of the site, including:
- Repeated reports of dangerous driving, including vehicles allegedly travelling regularly at excessive speed through a 30 mph zone
- Staff and customers urinating in the streets due to no on site facilities
- Concerns regarding planning, licensing, environmental, and regulatory breaches
- Reports of aggressive and intimidating behaviour toward members of the public
- Ongoing disruption to residents and threats to public safety
- Driving and damaging customer vehicles without their knowledge
It has been revealed that they are excavating within a no-dig zone, over a high pressure gas pipeline which is a serious risk to public safety. Veteran firefighters said that they would refuse to enter the site if there was an incident due to the high risk.
Despite repeated reports to officials, we remain deeply concerned that sufficient enforcement action has not been taken.
We believe the continued operation of this site presents an unacceptable risk to public safety and undermines community confidence in local enforcement.
This petition, and everyone who signs it calls upon Uttlesford District Council to use their powers under the Town and country planning Act 1990 to issue a temporary stop notice (TSN) even if an appeal is in place.
We therefore call for:
- The site to be prioritised for immediate enforcement action
- An immediate multi-agency investigation into the site’s operations
- Full review of planning permission, licensing, and business compliance
- Immediate enforcement action where breaches are identified
- Closure of the site until all safety and legal concerns are resolved
Public safety must come first. Immediate action is needed.
Awful driving around our village and the danger to life with them digging near a pipeline is inexcusable. They should be shut down immediately!!!
