Since 1 January 2026, the German government has increased the statutory minimum wage to €13.90 per hour in response to inflation and the rising cost of living. Furthermore, many employers now offer wages significantly above the legal minimum, even for positions that do not require specialist skills or qualifications.
The last revision to the IELTS Invigilator pay rate took place in August 2022. During the past four years, the British Council faced considerable financial challenges, and it was understandable that a review of remuneration was not pursued. However, circumstances have since changed. With IELTS now having fully transitioned to computer-based testing, we believe that a substantial proportion of administrative and operational costs has been reduced, making a review of pay both reasonable and financially viable.
The role of an IELTS Invigilator demands a high level of professionalism and responsibility. Invigilators are required to communicate fluently in English, demonstrate excellent interpersonal and intercultural communication skills, and provide outstanding customer service. The candidate experience is just as important as ensuring strict compliance with test regulations, maintaining the security of confidential test materials, and completing increasingly extensive administrative documentation—all of which must often be managed simultaneously.
In addition, invigilators are expected to manage large groups of candidates efficiently, remain approachable and courteous under pressure, respond calmly and effectively to unexpected situations, and maintain a high degree of flexibility. Over the past few years, many invigilators have travelled extensively across the country to ensure that test sessions could proceed as scheduled, often at short notice and in response to staffing shortages.
The responsibilities, skills, and level of accountability expected of an IELTS Invigilator clearly distinguish the role from positions paid at the statutory minimum wage. This distinction should be reflected appropriately in the level of remuneration.
It is also worth noting that some external IELTS venues, including those in Cologne, Duisburg and Düsseldorf, are already paying invigilators €18.00 per hour. We therefore believe that our request is both realistic and consistent with current market practice.
In light of the above, we believe it is both fair and justified to request the following adjustment:
- An hourly rate of at least €19.00 per hour for all IELTS Invigilators.
We believe this increase would more accurately reflect the professionalism, responsibility, flexibility, and commitment required of the role. It would also help the British Council attract and retain qualified invigilators who are essential to maintaining the high standards of IELTS test delivery.
