Save Merit. Give Higher-Ranked Students a Fair Chance to Upgrade.
We, the students and concerned citizens supporting this petition, request the concerned authorities to reconsider the WBJEE-2026 counselling rule that prevents candidates who have already accepted a seat and completed admission from participating in subsequent centralised counselling.
A student may accept a college or course during an earlier round because it is the best option available at that time. However, vacancies may arise later in a course or institution that was higher in the student's preference list.
Under the present restriction, such a student may be completely denied the opportunity to compete for the newly available seat, even if the student has a higher WBJEE merit rank than other candidates who subsequently become eligible.
Our Concern
This may result in a situation where:
Higher merit → No opportunity to upgrade
Lower merit → Opportunity for the later vacancy
We believe that the counselling system should ensure that available seats are allotted as far as possible according to merit, preference and transparent rules, rather than merely according to the timing at which a student accepted an earlier seat.
Our Demand
We request the authorities to introduce a merit-based upgradation mechanism for candidates who have already taken admission.
Such candidates may be permitted to participate in later rounds subject to strict safeguards, including:
- Upgradation strictly according to WBJEE merit and preference.
- Mandatory surrender of the previous seat if a new seat is allotted.
- A fixed deadline for accepting the upgraded seat.
- Immediate re-allotment of the surrendered seat.
- Strong safeguards against seat blocking or misuse.
We appeal to the authorities
Please reconsider the existing restriction and ensure that a student's merit is not lost merely because the student accepted the best available option at an earlier stage.
A fair counselling system should protect both administrative efficiency and the legitimate interests of meritorious students.
