PETITION TO THE PLANNING COMMISSION

Request for Required Direct Access to Perry Street
To: Members of the Holland Charter Township Planning Commission
Community/Subdivision: Savannah Lakes Community
Proposed Development: Hidden Meadows
Date: November 2, 2026

Subject: Request to Require Direct Access to Perry Street for Hidden Meadows

We, the undersigned residents and property owners of Savannah Lakes Community, respectfully submit this petition in support of requiring a safe, properly designed access road connecting the proposed Hidden Meadows development directly to Perry Street.

Our purpose is not to oppose responsible development. We are asking the Planning Commission to require a direct Perry Street access road so that traffic from the proposed 31-unit development is handled by an appropriate access route rather than being directed primarily through existing residential streets.

Our primary concerns include the following:

1. Neighborhood Safety and Limited Sidewalks

The proposed development will add traffic to surrounding neighborhood streets. Serengeti Lane currently does not have sidewalks for pedestrians, and Savannah Lakes has a sidewalk on only one side of the street. These limitations are important safety considerations if additional vehicle traffic from Hidden Meadows is directed onto the existing neighborhood streets.

The access design should consider children, pedestrians, cyclists, and residents who use the surrounding streets. Traffic should be directed along a road designed and appropriate for the expected use.

2. Increased Traffic and Neighborhood Impacts

The proposed development would add traffic to the surrounding area. A direct connection to Perry Street would provide a more logical route for that traffic and reduce the potential for cut-through traffic, confusion, and additional impacts within existing neighborhoods.

3. Shared Responsibility for Increased Traffic

Because the proposed development would create additional traffic, it is reasonable that the land being developed and sold share that burden rather than placing the primary impact on the surrounding neighborhoods. A direct access road to Perry Street would route the new development traffic past the existing structures associated with the Dennis & Nancy Gebben Living Trust, allowing the property being developed to share the increased traffic burden with the surrounding neighborhoods.

4. Protection of Neighborhood Character and Property Values

Increased traffic, noise, congestion, and safety concerns could negatively affect the residential character and desirability of Savannah Lakes Community. We ask the Planning Commission to carefully consider these potential impacts before approving a development plan that relies on access through existing neighborhood streets.

5. Need for Alternative Access and Proper Planning

We request that the developer be required to provide a direct access route connecting Hidden Meadows to Perry Street rather than directing the primary development traffic through existing neighborhood streets. There is land available north of the proposed development that could support this connection. Perry Street is designed to carry higher volumes of traffic and would provide direct access for the Hidden Meadows community while reducing the burden placed on existing subdivisions and streets, including Serengeti Lane, which does not have sidewalks and Savannah Lakes, which has a sidewalk on only one side of the street.

Our Request to the Planning Commission

For these reasons, we respectfully ask that the Planning Commission:

1. Require a safe, properly designed access road connecting Hidden Meadows directly to Perry Street before the development is approved.

2. Require an access arrangement that distributes the traffic burden more fairly between the new development and surrounding neighborhoods, rather than placing the primary impact on existing residential streets.

3. Consider the lack of sidewalks on Serengeti Lane and the fact that Savannah Lakes has a sidewalk on only one side of the street when evaluating the proposed access arrangement.

4. Review traffic volumes, emergency access, construction traffic, pedestrian safety, and the effect on surrounding residential streets before final approval.

We respectfully ask the Planning Commission to require a direct Perry Street access road for Hidden Meadows and to ensure that the new development shares the increased traffic burden with the surrounding neighborhoods.

Respectfully submitted,

Residents and Property Owners of Savannah Lakes Community

A responsible development should also include responsible infrastructure planning. A new development should provide and maintain appropriate access for its own residents rather than placing an additional burden on an established neighborhoods.

I live in Savannah Lakes and am extremely concerned for the safety of our kids given the guarantee of increased traffic down our street with this new development

Grand children live at end of culdec which will greatly impact safety. Exit already overwhelmed with traffic through Savannah lakes from 3 separate developments. Exit needs to be off from Perry. Lived in this area over 36 years

I oppose the additional traffic, safety concerns, noise, and wear & tear that would funnel through our already congested neighborhood. Clearly, this could be eliminated by providing an separate entrance on Perry St. Keeping in mind that we already host the traffic of two other connected neighborhoods.

We believe the new neighborhood should only be approved if a main entrance is guaranteed off of Perry. Increased traffic through Savannah Lakes neighborhood is too much of a risk to children. Construction traffic should not run through the neighborhoods either, only in from a main road.

I am signing because I feel this will be too many homes having to share one entrance.
